H97 - 2015 Appropriations Act, Sec. 31.13: Debt Affordability Study for The University of North Carolina (SL 2015-241)

Overview: Sec. 31.13 of S.L. 2015-241 directs the Board of Governors of The University of North Carolina to engage in a debt affordability study process that is similar to the process engaged in by the Debt Affordability Advisory Committee for the rest of State government. Specifically, the Board must study the estimated debt capacity of The University and report its findings to the Office of State Budget and Management, the Joint Legislative Commission on Governmental Operations, the State Treasurer, and The University of North Carolina General Administration annually by February 1.
