H1030 - 2016 Appropriations Act. (SL 2016-94)

Overview: Sec. 12E.2 of S.L. 2016-94, as amended by Sec. 5.10 S.L. 2016-123, established the "Healthy Out-of-School Time (HOST) Recognition Program" to be administered by the Division of Public Health (DPH) in the Department of Health and Human Services, and in collaboration with the North Carolina Center for After School Programs based in the Public School Forum. This section directs DPH to develop a process, through its Web site, for an out-of-school time program that meets the National Institute on Out-of-School Time Healthy Eating and Physical Activity Standards (HEPA Standards) and provide all resources and links that a program may employ to implement and provide verification of self-assessments for programs applying for recognition. DPH must review and, as necessary, update the program standards to reflect advancements in nutrition science, dietary data, and physical activity that are consistent with nationally recognized guidelines for out-of-school time programs.

DPH is authorized to certify out-of-school time programs that meet HEPA standards; certificates are valid for one calendar year. DPH must have information about the program available for review by a parent at both the physical school and on the program's Web site, if applicable. Any out-of-school time program must maintain records of documents signed by all parents acknowledging that they are aware of the HOST Recognition Program requirements.

This section directs DPH to maintain and update a list of qualified out-of-school time programs on the Division's Web site that includes the date of qualification for each program.
