Overview: S.L. 2017-10 amends State laws related to the following:
- Employment status of franchises
- Streamline mortgage notice requirements
- Clarify private drinking water well permitting requirements
- Exempt certain building code classifications from energy efficiency standards
- Wildlife Resources Commission, Division of Marine Fisheries, and Utilities Commission private identifying information
- Water and sewer billing by lessors
- Clarify recycling programs by local school boards must comply with G.S. 160A-327
- Rezoning/simultaneous comprehensive plan amendment
- Parent parcel/subdivision clarification
- Program evaluation to study nonprofit contracting
- Rename and amend the board of refrigeration examiners
- Amend definition of antique automobile
- Copies of certain public records
- Specify location of Lieutenant Governor's office
- Clarify that Department of Transportation stormwater requirements are applicable to State road construction undertaken by private parties
- Department of Transportation process revisions and reimbursement for moving certain utilities
- Amendments to general contractor licensure
- Repeal certain education testing laws
- Statute of limitations/land-use violations
- Solid waste amendments
- Motor vehicle emissions inspections
- Farriers/horse shoeing
- Department of Environmental Quality to study riparian buffers
- Eliminate outdated provision of the Coastal Area Management Act
- Repeal pasture points provision
- Eliminate reports to the Commissioner of Agriculture as to milk purchased or sold
- Prohibit certain stormwater control measures
- Exempt landscaping material from stormwater management requirements
- Amend stream mitigation requirements
- Coastal Resources Commission rules on temporary erosion control structures
- Direct the Coastal Resources Commission to amend the Sediment Criteria Rule to exempt sediment from cape shoal systems
- Division of Coastal Management to study long-term erosion rates adjacent to terminal groins
- Regulation and disposition of certain reptiles
- Provide for low-flow design alternatives for public water supply systems
- Establish North Carolina Sentinel Landscapes Committee
- Eliminate, consolidate, and amend reports to the Environmental Review Commission
