Overview: Sec. 11F.4 of S.L. 2018-5 appropriates non-recurring funds as a grant-in-aid to Triangle Residential Options for Substance Abusers (TROSA), Inc., a nonprofit organization. The funds appropriated must be used for the construction of a new satellite TROSA facility in the Triad area of the State for the provision of comprehensive, long-term residential substance use disorder recovery services. Sec. 11F.4 of S.L. 2018-5 requires TROSA to submit a report on the status of the construction project, including a breakdown of all expenditures from the allocated funds and a projected completion date for the construction project.
No later than May 1, 2019, the Department of Health and Human Services must submit a report on the information above to the Joint Legislative Oversight Committee on Health and Human Services and the Fiscal Research Division.
