S257 - 2026 Appropriations Act. (SL 2026-41)

Overview: Section 20.10 of S.L. 2026-41 (Senate Bill 257) creates a new requirement that each public school be mapped for the purpose of providing digital mapping information to first responders who respond to emergencies at the schools.  The Center for Safer Schools (Center) is required to establish a Critical Incident School Mapping Program (Program).  The Center is required to work with governing bodies of public school units to produce accurate mapping data for each public school unit in North Carolina.  The State Bureau of Investigation in consultation with the Center is authorized to enter into contracts with vendors to provide the mapping services.  There are certain guidelines that require electronic access for first responders by keeping the data in certain accessible formats and otherwise create limitations on the storage and access of the mapping data.  

This section became effective July 1, 2026, and the contracting and procurement required by this section must be completed by January 31, 2027.
