Overview: Section 8.8 of S.L. 2026-41 (Senate Bill 257) adds Winston-Salem State University as an eligible institution for the Cheatham-White Scholarship. Previously, Cheatham-White Scholarships were limited to students attending North Carolina Agricultural and Technical State University and North Carolina Central University.

Additionally, this section expands the total number of scholarships that can be awarded from 50 to 150, with at least 120 scholarships for resident students and no more than 30 scholarships for nonresident students. Up to 50 scholarships can be awarded to students admitted to Winston-Salem State University and up to 100 scholarships can be awarded to students admitted to North Carolina Central University.

This section became effective July 7, 2026, and applies beginning with the award of scholarship funds in the 2027-2028 academic year so that students can be nominated for receipt of the scholarship at Winston-Salem State University during the 2026-2027 school year.
