Overview: Section 8.12 of S.L. 2026-41 (Senate Bill 257) increases the rate of tuition for nonresident students at NC Promise institutions from $3,500 to $4,000 per academic semester. NC Promise institutions include all of the following:

  • Elizabeth City State University
  • The University of North Carolina at Pembroke
  • Fayetteville State University
  • Western Carolina University

This section applies beginning in the 2027-2028 academic year to nonresident students matriculating at NC Promise institutions. Nonresident students enrolled in the 2026-2027 academic year who remain continuously enrolled in that NC Promise institutions can continue to receive that student's prior rate of tuition.

This section became effective July 1, 2026.
