Overview: Section 5.5 of S.L. 2025-2 (House Bill 47) requires the North Carolina Department of Transportation (DOT) to enter into a contract with a third-party administrator to expeditiously seek reimbursement from the Federal Emergency Management Agency and the Federal Highway Administration for qualifying disaster expenditures in areas affected by Hurricane Helene. DOT must report monthly to the Joint Legislative Transportation Oversight Committee on expenditures and the status of reimbursement.
