OSHR Compensation SystemProject Scope: The General Assembly mandated that the Office of State Human Resources (OSHR) develop a modern streamlined statewide compensation system in 2013; the State began implementation of a new system effective June 1, 2018. Since that time, OSHR has hired a consultant to evaluate the external competitiveness of the State’s compensation system, review policies and practices, and provide turn-key implementation of the major components of the Statewide Classification and Compensation System. This project will evaluate the effectiveness of the new system, including progress in implementing the system, challenges with the new system, and the effectiveness of OSHR’s procurement of consulting services to assist with implementation. In addition, the project will examine the process for creating or revising classification specifications and the criteria used for these decisions.
