Road/Highway Construction Contracting

Project Scope: This evaluation will examine the efficiency and effectiveness of road construction contracting at the Department of Transportation. Statutes require the Department of Transportation to select the lowest responsible bidder. This project will include evaluating systems for soliciting bids, contractor selection, contract management, and monitoring. Further, the project will review risk management and cost recovery and the use of change orders in the contracting process.
