Overview: Part III of S.L. 2026-9 (House Bill 1123) modifies the requirements to qualify for a tuition grant for attendance at a constituent institution of The University of North Carolina for high school graduates of the North Carolina School of Science and Mathematics (NCSSM) or University of North Carolina School of the Arts (UNCSA) by requiring the State Education Assistance Authority to accept other documentation instead of a completed Free Application for Federal Student Aid (FAFSA) form.
This section also clarifies that to be eligible for a tuition grant, a high school graduate of NCSSM or UNCSA must be a resident for tuition purposes at the time of application for the initial grant. A student who remains continuously enrolled full-time at an undergraduate program at a constituent institution remains eligible for the tuition grant for subsequent academic terms.
This section became effective June 19, 2026, and applies beginning with the award of tuition grants for the 2026-2027 academic year.
